I only noticed this because we have a custom service (searches orders) and on the custom screen we invoke applications/order/webapp/ordermgr/WEB-INF/actions/order/FindOrders.groovy. This always sets viewIndex to 1 so the first page never displays.

I am not sure of the implication of setting these to 0, it could be that the code further on accomodates for viewIndex = 1. I am just highlighting that these files are inconsistent with the rest of ofbiz and (my opinion) need to be changed. Of course I will help and try to provide patches
