[I] V4.20.1 VPC's virtual machines can only communicate when a virtual router is running on the Host Node [cloudstack]

hale177 opened a new issue, #11467:
URL: https://github.com/apache/cloudstack/issues/11467

   ### problem

with two host nodes (A and B), if the VPC's virtual router runs on Node A, only the VMs on Node A will have network connectivity—VMs on Node B will not ,VMs DHCP Unable to get IP address

but when I migrate the virtual router from Node A to Node B, only VMs on Node B gain network connectivity, while those on Node A lose it.

   ### versions

   mgmt OS: rocky 9.6
   host OS: rocky 9.6
   acs version: 4.20.1

   ### The steps to reproduce the bug

   1. with two host nodes (A and B), if the VPC's virtual router runs on Node A, only the VMs on Node A will have network connectivity—VMs on Node B will not
   2. However, when I migrate the virtual router from Node A to Node B, only VMs on Node B gain network connectivity, while those on Node A lose it.
   3.
   ...

   ### What to do about it?

@hale177 can you check whether the VLAN for the guest network is trunked on the switchports of both the hosts A & B?
