Deprecate this method in JDOHelper

A8.6-20 [public static
	PersistenceManagerFactory getPersistenceManagerFactory
		(String jndiLocation, Context context, ClassLoader loader);]

There is no use made of the loader in the implementation, and I can't  
see any way to use a class loader in the implementation.

Unless someone objects, and provides some rationale, I'll deprecate  
this method and remove it from the specification.
