   After rebasing from [master](https://github.com/apache/incubator-pegasus/tree/master) onto [migrate-metrics-dev](https://github.com/apache/incubator-pegasus/tree/migrate-metrics-dev), there are some problems for `total_capacity_mb`/`total_available_mb` of `fs_manager`:
   
   - both are still referencing the value of perf-counters;
   - setting/getting both are not atomic.
