It happened to me few times that I've misspelled the JIRA number when using our patch upload tool and I'm wondering if we can build some logic into it that will reject uploading the patch unless certain conditions are met - we can make the behavior suppressible by some argument if needed. Things that we might check:

* The JIRA is either "open" or "patch available" state (no longer uploading patches for closed JIRAs)
* User uploading the patch is "owner" of the JIRA (assigned to)
