Looks like catalog validation does not pass the DTD check after recent upgrade of DTD.

This is from admin UI

Catalog for 11.0 is not valid:
Element module content does not follow the DTD, expecting (description? , module_notification? , external_package* , (manifest | l10n)), got (manifest message_digest)
No declaration for element message_digest
No declaration for attribute algorithm of element message_digest
No declaration for attribute value of element message_digest
