    Description: 
Oozie server should log a warning message when communication with Hadoop (getting job status upon action completion, etc.) is unreasonably slow. It should be configurable via the oozie-site xml with a reasonable default value (say 5 seconds). It may speed up troubleshooting to have such warning messages in the Oozie server log.

Note: Oozie instrumentation logs already contain important metrics such as 
"action.executors.java#action.check.timer".
