httpd release howto

Hi all,

I am keen on getting a release of httpd done soon, but it is currently
blocked on this:

* Wait on the next APR release that fixes PR47645
  (https://issues.apache.org/bugzilla/show_bug.cgi?id=47645) which can cause
  httpd to hang on Solaris 10 when using event ports.

This means we need to release both apr and then httpd.

Not having done the RM process before, is this process documented somewhere?

For httpd look here: http://httpd.apache.org/dev/release.html
For apr: I currently don't know.
