Add Shamir's Secret Sharing to the BLS library component. The new functionality is;
1. Split BLS secret key into shares
2. Recover BLS secret key from shares
3. Recover BLS signature from signatures generated using the secret key shares
This code is only "smoke" tested. Issues regarding unit tests are still to be done #13 and #46
closes #40
