[users@httpd] getting unwanted and unexpected y with diaeresis at end of page

After installation and checking out the server using the default index.htm
in /htdocs, Apache2 on WindowsXP renders the page in both IE6 and Mozilla 1.7.1
with an unexpected character not found in the source.
It is a lone y with diaeresis marks above it, or according to the character map
tool in Windows XP, it is code U+00FF or Alt+0255.

Can anybody explain what I'm experiencing and how to correct what appears to
be a problem?
