Notice : Change to build process

A quick heads-up to avoid any confusion :

The 'jar' target now will build a jar that has no external dependencies, so
you don't have to worry about collisions between the velocity.jar contents
and your classpath.  This is the default build target.

For convenience, the old jar target has basically been renamed to 'jar-dep'
will build a 'complete' jar that includes logkit, commons-collections, and
ORO, just like it used to - it's ready to use.

I'll roll this back into 1.2 before the rc3 if this goes well.

Doc changes will be posted tomorrow.
