In ServiceDirectory, packageDir is set to a path relative to stackRoot 
Example: 
  directory: "/var/lib/ambari-server/resources/stacks/HDP/2.0.6/services/HDFS"
  packageDir: "HDP/2.0.6/services/HDFS/package"

This will not work if the package directory is in common-services. Also parsing the service directory in common-services needs to be modified as the directory structure is different from a stack service.

Example: 
  directory: "/var/lib/ambari-server/resources/common-services/HDFS/1.0"
