I am trying to open a file with korean character in its name. The parse 
function of DomBuilder is throwing an error 

Fatal Error at file , line 0, char 0
  Message: An exception occurred! Type:RuntimeException, Message:The primary doc
ument entity could not be opened. Id=

The file name is ㅈㄷㄳ.properties.xml
