releasing uima-sdk next version

Hi,

I'd like to release the the changes against uima-sdk:

Here are the relevant Jiras:

I'll probably defer https://issues.apache.org/jira/browse/UIMA-3186
and  may defer https://issues.apache.org/jira/browse/UIMA-3500.

Any objections?
