Action Item - Add the Intel license to our Category X list unless there are objections here in the next few days.

But it is not clear why the license should be Category X instead of Category B.
The effect is that the convenience binaries shipped by MXNet project at [https://pypi.org/project/mxnet/|https://pypi.org/project/mxnet/#history] are up to 40% slower than if MKL was linked [https://github.com/apache/incubator-mxnet/issues/17980|https://github.com/apache/incubator-mxnet/issues/17980)]
Thus please share the background for the classification decision and clarify if a reclassification as Category B is feasible.
