[Issue 126302] line spacing set in "format" > "paragraph" doesn't always work

The first list reproduces bug from Comment3, the second list is the original
bug

Tested platform: MacOS Sierra, v10.12.6, Apache OpenOffice 4.1.3, 4.1.1

The original bug was not reproducible (both on 4.1.1. and latest 4.1.3) i.e
When the paragraph format is set to single spacing, and the text which is typed
has always single spaces correctly (tried for bullet lists and also normal text
paragraph). I did not see that the space between just the first two lines are
different to the following line (This is the second list in the screenshot
attached)

I would like to add to Comment3. The issue is that ‘Whenever a list without any
spacing is copy+pasted (I tried copy pasting from Lorem Ipsum list generator),
the first two lines is differently spaced than the following lines’. The same
steps in Comment3 can be used to reproduce the bug. (This is the first list in
the screenshot attached)

Some follow up tests:
- Tried with and without bullets: Copy pasted a text paragraph. The spacing
remains the same for all the lines. So, the issue is that when selecting a
bullet, a specific spacing is set for the first line (comes from the first
bullet just selected), and then after copy+paste, the spacing for the first two
lines remains and single spacing is applied from the following lines.
- Tried different types of bullet and numbering to check whether a particular
type only adds a spacing at first. The bug was reproducible with all types of
bullets and numbering
- Checked for different paragraph style, fonts and sizes, and was reproducible
for all of them
- It happens also when you select the list and change the spacing to 1.15, 1.5
and 2.
