Tomcat setup ... CATALINA_HOME

I am trying to setup Tomcat 4.0 on Windows 98. I am setting the JAVA_HOME 
environment variable correctly, but not the CATALINA_HOME environment 
variable. I have the Tomcat 4.0 files in a folder named 
jakarta-tomcat-4.0.4. I have tried setting CATALINA_HOME equal to 
jakarta-tomcat-4.0.4, jakarta-tomcat-4.0.4\bin, and 
jakarta-tomcat-4.0.4\bin\catalina. Each time I try to run startup, I get 
this message:

The CATALINA_HOME environment variable is not defined correctly
This environment variable is needed to run this program

Please tell me what I should set the CATALINA_HOME environment variable to 
in order to run startup successfully.
