This appears to be a use case/configuration specific problem and not a bug with the software itself.  I would engage with those on the Cassandra user list or stack overflow to troubleshoot further.  See http://cassandra.apache.org/community/ for links to both.  Jira is primarily meant for development and bugs rather than operational issues.
