> HBASE-24539 added a boost dependency on {{dll:program_location}} that is 1_61_0+. However the default boost installed by various package managers across linux distros is different. For ex: the docker that builds on top of ubuntu-16.04 pulls in 1_5x_x version of boost dev and that broke the build. The ask is to bring boost under DOWNLOAD_DEPENDENCIES flag so that we can standardize across versions easily.
