Jakarta CVS modules

Partly to do with CVS->SVN and partly to do with figuring out just what 
we're sitting on top of, here's a review of our CVS structure. The phrase 
'needs migration' may just mean that it's already been migrated and needs 
deletion.

jakarta-*
=========

jakarta-jetspeed + jakarta-jetspeed-2 need migration to portals.
jakarta-log4j + jakarta-log4j-sandbox need migration to logging.
jakarta-ecs2 looks dead.
jakarta-ojb needs migration to db.
jakarta-pluto needs migration to portals.
jakarta-site is dead.
jakarta-tools looks dead.

Additionally, we know we need to archive:

jakarta-watchdog
jakarta-watchdog-4
jakarta-alexandria

On our CVS page, we claim to be looking after the following java-* 
repositories, but they are no longer in the main cvs.apache.org location:

     * java-framework
     * java-icalendar
     * java-jserv
     * java-jukebox
     * java-jyve (dead)
     * java-jyve2 (dead)
     * java-mod_java
     * java-picoserver
     * java-site
     * java-spfc
     * java-ssi
     * java-utils
     * java-whiteboard

Ideally they would be in our archive too.

Wow, I'd never even heard of -tools before. The only reference I can
find to it (or at least to moo) is from watchdog, so we should be able
to archive it along with that. Note that Gump is still building this,
so we'll need to remove those references first.

Where did these all go? Have they all been archived already? We should
definitely remove all the broken links.
