Initialized or Suspended state members are not tracked by stratos on restart
Hi Devs,
If you shutdown Stratos with members in Initialized or Suspended states,
then it won't load those instances from topology on stratos restart. Refer
the source code [1].

This is fixed and available in 4.1.x branch. Relevant JIRA is STRATOS-1625.
