[PR] fix: align shared website with ASF identity [bifromq-sites]

visoar opened a new pull request, #78:
URL: https://github.com/apache/bifromq-sites/pull/78

   ## Summary

   - remove Google Fonts imports and preconnects in favor of a system-font stack
   - replace ambiguous homepage/footer claims with factual project wording
   - make the public dev mailing list the explicit decision channel
   - publish a minimal ASF DOAP descriptor at /doap_BifroMQ.rdf

   ## Stack

   - Base: #74
   - This PR: shared ASF site identity
   - Next: #76 metadata and structured data

Merge #74 first. Then retarget this PR to master and rebase before merge.

   ## Validation

   - xmllint --noout static/doap_BifroMQ.rdf
   - pnpm run typecheck
   - pnpm run build
   - pnpm run check:site-policy
   - confirmed the generated build has no fonts.googleapis.com or fonts.gstatic.com references
   - confirmed the generated homepage, docs introduction, and community page retain the shared incubator disclaimer, logo, and navigation

   Closes #75
   Refs #71
