A few things:

1. I need someone's GPG key signature (long form) and then their email address to send the cert to, that will be responsible for getting the cert onto the ci service.
2. The cert will be valid for 1 year. Beyond that, BigTop's VP will need to talk with the Apache President (currently Ross Gardler) about getting the cost of this cert budgeted.
