	STDCXX-900
	* tests/localization/22.locale.time.get.cpp (test_posix): Remove broken
	and failing assertions for unimplemented %U and %W format specifiers.
	Add warning to be consistent with other unexercised specifiers.
	(test_user): Ditto for %Ex and %OU specifiers.
