Unable to build karaf via assemby plugin, getting this exception:

The only thing I came up with is that the pax-logging-api/2.3.0 has this requirement:
```
Require-Capability: osgi.ee;filter:="(&(osgi.ee=JavaSE)(version=11))
```
and the previous one (2.2.8) had:
```
Require-Capability: osgi.ee;filter:="(&(osgi.ee=JavaSE)(version=1.8))"
```
and the values in config.properties / eecap-xxx have 11.0 instead of 11; but I'm unsure whether that matters.

`<javase/>` is still defaulting to `1.8` in `karaf-4.4.x`. Explicitly setting it to 11 should fix the failure.

Karaf 4.4.x is built with JDK 11 and also define JavaSE to 11 by default: https://github.com/apache/karaf/blob/karaf-4.4.x/assemblies/apache-karaf/pom.xml#L181
I agree that in the karaf-maven-plugin, we should have JavaSE 11 by default to be aligned. I will do a PR in that way for Karaf 4.4.10.
NB: Karaf 4.5.x will use JDK 17 by default.

As mentioned in the matrix:
https://github.com/ops4j/org.ops4j.pax.logging?tab=readme-ov-file#versions,
Pax Logging 2.3.x is JDK 11+ and Pax Logging 2.2.x keeps the JDK 8
compatibility level.
The reason is that Pax Logging 2.3.x moved to Logback 1.5.x.
