Setup Question

I have installed locally on my Win XP computer.  I also have the
jakarta-slide-1.0.16 installed.  When I access the pages from the web
browser I am able to set up and view users with port 8082.  I cannot
login to anything with port 8080.  I am not sure what I am missing or
not doing correctly?  I also want to know how to view the WebDav GUI or
do I have to create my own?
