Changing these file names also changes URLs, which may be referenced elsewhere.
I think there need to be redirects to avoid breaking these.

Yes, but... I've already searched this repo and foundation for uses, and these are tools that have pretty specific usage situations as well as small audiences (i.e. people who know where to complain), so I'd prefer to move forward and take our chances. I've already updated the various meeting templates for these names too.

Nevertheless, it's easy enough to do (e.g. using .htaccess), and there may be ASF members who have saved one or more such URLs.
Published URLs should not be broken unnecessarily.

Understood for the applications that previously were used by actual users. Can you implement those? I'm not exactly sure how to get that deployed.
