- maven-plugin-testing-harness 3.3.0 -> 3.5.1
- maven-plugin-annotations 3.8.1 -> 3.15.2 (split from shared maven.version property)
- Add .mvn/versions-rules.xml to filter pre-release candidates in dependency upgrade discovery
- Decouple maven-plugin-tools version from Maven core API version to prevent property misalignment across artifact families
- Pin GitHub Actions to commit SHAs: actions/checkout v7.0.1, actions/setup-java v5.7.0, mikepenz/action-junit-report v6.4.2, github/codeql-action v4
- Remove stCarolas/setup-maven action and use runner-provided Maven 3.9.16 instead of installing 3.9.9
