RAT errors

I have fixed rat report errors in testing tool for trunk, 2.0 branch and
2.0RC3 versions.

Hi German,

RC3 is a TAG, you don't need to commit changes to a TAG (except if
explicitly needed)
Actually a TAG is closed for commits as its the exact copy of a release
candidate.

We only have 2 active tree's
2.0 tree:
https://svn.apache.org/repos/asf/incubator/openmeetings/branches/2.0/
2.1 tree:
https://svn.apache.org/repos/asf/incubator/openmeetings/trunk/singlewebapp/

RC3 is like our archive. As RC3 was voted negative we could even delete
that TAG again.
