Beta location

Hi,

as we have voted on Beta 1 and Beta 2, we are (according to the
discussion on infra) allowed to put it onto http://www.apache.org/dist/.

I've moved beta1 to
http://www.apache.org/dist/jakarta/velocity/beta/velocity-1.5-beta1/

I'd suggest that we put beta 2 next to it and change the location in
the Wiki. As this is an official (voted) release, we can announce it
on the Velocity web site and link to it.
