If I use the Web Management Console to stop a non-HA virtual host, I see its state transition from ACTIVE to STOPPED and the number of registered queues and exchanges drop to zero. If I subsequently restart the virtual host, I see the state of the transition from STOPPED back to ACTIVE, but neither queues nor exchanges reappears (DEFECT).
After restart, I expect the queue's persistent messages to be available, but I expect any transient messages to have been lost.
