GSoC Report

Hi,

I almost finished the PR of collecting CPU Usage (I'm waiting for the
Travis CI build...)
https://github.com/apache/dubbo/pull/4195

I'm not sure if is ok dubbo-cluster including dubbo-monitor has a
dependency and if some files (such as CpuUsageServiceImpl) should be in
dubbo-cluster or dubbo-monitor module.
