With this patch:
- In the HDFS HA Enabling Wizard GUI, added the new property  'dfs.client.retry.policy.enabled' with true value is selected
- After enabling HA, the new property  'dfs.client.retry.policy.enabled' is added in the hdfs-site.xml file and set as true as below:
    <property>
      <name>dfs.client.retry.policy.enabled</name>
      <value>true</value>
    </property>
