The simplest way to enforce this would be to compile core, hdfs and mapred independently (hdfs depends on core, mapred depends on core and hdfs).
Bill de hÓra has [mapped the dependency cycles|http://www.dehora.net/journal/2008/07/06/3-12-minutes-to-sort-a-terabyte-hadoops-code-structure/] in the codebase using [Structure101|http://www.headwaysoftware.com/products/structure101/index.php]. We should consider using this for keeping an eye on further dependency problems.
