We would like to reduce some of the ASFBot chatter sent to the #traffic-server channel. Instead, we would like:

1) Everything ASFBot says today, should go to #traffic-server-ci

2) Some select useful information from Github should continue to go to #traffic-server.

An example of a message we'd like to continue being sent to #traffic-server is:
