1. Not totally clear what the concern is for this one? That people might be using UTF-16? Or that people might have an ASCII terminal that doesn't support unicode?
2. This seems like a fairly niche case but if the concern is about breaking such tests then I guess any release containing this change would have to have it flagged up as a breaking change?
