PipelineManagerImpl is on the hot path according to the performance tests. Locks in this class lead to periodic FPS drops.

We need to revisit locking in this class to get rid of the bottleneck.

Need to pay attention to the code that uses the following locks:

org.apache.hadoop.hdds.scm.pipeline.PipelineManagerImpl#acquireReadLock
org.apache.hadoop.hdds.scm.pipeline.PipelineManagerImpl#acquireWriteLock
