Steps how to reproduce with "AOO 4.1.0 RC3– English UI / German locale
[AOO410m17(Build:9763)) - Rev. 1586584 2014-04-11 08:56:50]" on German WIN7
Home Premium (64bit)", “historic” 4. User Profile used for all predecessor
versions:
1. Install RC3 as an update of AOO 4.0.1 Release – German UI / German locale
[AOO401m5(Build:9714) - Rev. 1524958 2013-09-20 11:40:29]
without having uninlstalled 4.0.1 to suggested Directory
(unpack for installation to sub-directory)
to folder to what installation.exe has been downloaded)
2. Start Installation of arbitrary language pack
Fails few moments after installation files have been extracted
with message "Product has already been installed"
Additional Info:
(a) I tried Italian, German, Spanish, Dutch, Khmer, French, always the same
message.
(b) Not installed, in WIN System settings AOO 4.1.0 is the only installed
program from AOO
(c) Of course the problem might be limited to my very special test PC
But if confirmed I would consider this one as a blocker

Also on a problem on a second WIN7 PC
This is not a problem with update existing Language Packs, I never have had
installed Dutch or Khmer UI. But because we have a patch I think that's already
known.

RC4 is not yet public available but I have tested it already. Win 7, installed
AOO 4.0.1 en-US + de langpack. Upgrade installation with AOO 4.1 + de lang
pack. Both office and langpack are replaced as expected.

Use the right upgrade code for language packs.
This bug is caused by a previous hot fix that forced the upgrade code to one
fixed value. Instead there should be one upgrade code for all OpenOffice
installation sets and one per language for language packs.
The attached patch reads the upgrade codes from codes.txt file in
instsetoo_native.

On my Windows 7 VM I checked the patch, too.
I created a new German and Spanish language package with the given patch.
1st scenario:
I had AOO 4.1.0 RC3 en-US installed as an upgrade of AOO 4.0.1 en-US. I had
also the AOO 4.0.1 de language package installed.
I successfully installed both language packages on this system. Both also work
- I could switch the UI languages successfully.
2nd scenario:
No former AOO version installed.
I successfully installed AOO 4.1.0 RC3 and both language packages. Both
language packages worked.
Thus, +1 from my side for the patch

I checked the patch on a Windows 7 system. On this system I had AOO 4.1.0 RC3
installed which upgraded a AOO 4.0.1.
I created a new German language package and successfully installed it.
Now, performing some further tests on my Windows 7 VM system.

This is not a problem with update existing Language Packs, I never have had
