I have read the doc, but I don't see why this is related to the scheduler.

When scale down a replicaset, isn't it the replicaset's controller to read this annotation \{{controller.kubernetes.io/pod-deletion-cost}} and then determine which pod to terminate? how this is related to the scheduler?

Please elaborate and help us understand this request. Thanks!
