**Is your enhancement request related to a problem? Please describe.**
Currently we can follow https://github.com/apache/pulsar/tree/master/pulsar-client-cpp#compile-on-windows to build release version Pulsar C++ library on Windows.
However, we cannot easily change Change `Release` to `Debug` for a debug version. Because the `vcpkg_installed` directory hierarchy may be like:
```
vcpkg_installed/
vcpkg/
x64-windows/
bin/ # The DLLs of release version for linking in runtime
debug/
bin/ # The DLLs of debug version for linking in runtime
lib/ # The LIBs of debug version for linking in compile time
include/ # The C++ headers
lib/ # The LIBs of release version for linking in compile time
```
The name of debug version DLLs or LIBs may end with `d` or `-d` suffix.
For example, the debug version library of libcurl is `libcurl-d.lib` and `libcurl-d.dll`, while the release version library of libcurl is `libcurl.lib` and `libcurl.dll`.
Even if we changed `Release` to `Debug` in CMake command, CMake would still find the release version LIBs in compile time, which might be not compatible with debug version DLLs.

We should fix CMakeLists.txt and provide a convenient method to enable debug mode in Windows (MSVC).
