[Marketing] For Review: New SSTable Identifier

Hello everyone,

The next Cassandra blog is on the new globally unique identifiers that will
arrive in 4.1. This is written by *Jacek Lewandowski*. Please take a look
and add any amends in the comments during the 72-hr community review
period. We're aiming to publish this on Tuesday, 14 June.
