NB-15 plugin portal empty

Fresh install, no udir/cachedir.

I recall there was talk of various ways to automatically "verify" a 
plugin for the current release for the next release. Guess that didn't 
happen.

I'll try setting the '15' to '14' in the url.

No, so we're left with no plugins at launch, which was brought up a month
ago. And theoretically none for 14 as that just points at the 13 catalog,
so we reached 15 without 14 plugins ever being ready to switch on! I agree
we should auto-verify. That's what we were effectively doing by pointing at
the old catalogs anyway (except with other unintended consequences).
