Modules may now target JDK 21

Hello,

just a quick update: 

modules in all clusters should now be able to bump javac.release to 21.

The last issues which required testing on JDK 17 in some cases are now resolved (#7871).

So if I commented on your PR that it can't be bumped yet otherwise some unrelated tests would fail -> this doesn't apply anymore.


also: please use "javac.release" instead of source/target if it wasn't updated yet
(#8813, many clusters were already updated)
