As I understand things the packages are pulled from repositories that are hard coded in Ambari. The client will need to install the packages from a Fedora repo, ideally whatever is setup on the machine itself. I could see an option on the server to push down a repository definition file to the client in the case where a user might want to use a custom repo they create.
