James not creating database tables....

I'm using james with a hsqldb database. It's the same hsql (2 
databases, 1.7.2) that powers
my tomcat, so I know it works. I can squirrrel in, and the tomcat 
database looks OK, but the
mail database doesn't appear to work. James also doesn't give any sort 
of exception, and it
actually accepts mail but then just sends it to a black hole, even 
though I turned on all of the
notification mechanisms.

I did the obvious thing, put the hsqldb jar (and servlets and junit) in 
the lib folder for james,
but it still doesn't work, and I've played with the config file quite a 
bit, anyone know what's going
on here?
