{{CheckpointFile}} is used by {{CheckpointFileWithFailureHandler}} only, and {{CheckpointFileWithFailureHandler}} is a small class. So we could merge them into the storage module to simplify the code. Also, the two inner classes {{CheckpointReadBuffer}} and {{CheckpointWriteBuffer}} could be converted into static helper methods.
