I'm -0 on putting this in-tree.  Our experience with java-utils (which serves a roughly similar purpose) in-tree has turned out to be the wrong move (see CASSANDRA-1805); nor do we check in project files for intellij or eclipse, which also seem to fall into a similar category.

I am fine with putting this in mojo or apache-extras or github and calling it whatever you like.

On a related note, I would be fine with refactoring out part of java-util, EmbeddedCassandraService, or the maven plugin and keeping that in-tree, since there seems to be some duplication of effort there.  But, I don't want to do it myself, so it's up to y'all who care about this to Do Something About It. :)
