I'm calling this vote to release Apache Weex (Incubating) version 0.20.0.
The tag to be voted upon:

- NOTICE is ok
- signature and hashes good
- build the code from source is fine

I checked:
- LICENCE is good
- NOTICE is ok
- signature and hashes good
- NO binary in source release
- Can compile from source
In addition, the release note could be more specific.

I build the code from source, which is fine for me.
I also checked the binary files, which seems not exist.
