Part of the info for diagnosing this is the strace results, which you have
supplied (apparently a tight loop which doesn't involve syscalls).

The other critical part is the backtrace of the process.

gdb /path/to/httpd PID
(gdb) bt full
(gdb) detach
(gdb) quit

(This is probably a PHP problem which we can't do anything about, but just in
case we should take a look at the backtrace.)
