Heads up: 2.4.0RC0

Spinning the bits today. Pre-flight checks will take about 24 hours. Any
last minute work has that much time to make the train.

Another update.

I moved HBASE-25019 out, to 2.5. It is an issue where a Maven bug might
strip the executable bit from scripts. I can check this manually when
reviewing the bits for 2.4.0 RC0. I don't think missing executable bits are
sufficient to sink a release though I agree it is inconvenient. I can fix
this by hand and repack tarballs before calculating checksums on those
tarballs unless someone finds that objectionable. (And agreed up front that
is not a real solution.)

Updates

A security issue in a third party dependency has been raised as a concern.
We need a new release of hbase-thirdparty, 3.4.1, to complete, before 2.4.0
RC0 can be built. At this point we are waiting for that release to happen.

HBASE-25242 was marked as a blocker but it is not actually a blocker. In my
judgement as RM it is a nice to have. A blocker would be a critical
regression or compatibility break or violation of Apache Foundation policy.
I reduced priority to what it should be IMHO, 'Major'. There might be time
to get it in because we are already waiting for the release of
hbase-thirdparty 3.4.1. I would encourage the parties engaged in code
review on PR #2630 to move with all deliberate haste if you want it to get
in.
